Cover with stairs in place?

Hi guys. Our AGP stairs are a rather permanent structure. The pool was sunk 12" down so to level the stairs I had to set them 12" down into the ground on the outside. The stairs are pretty big, one of the bridge types. How can I use a solar cover or winter cover with these? Do I just make a cut out?

The winter cover I'm not sue about cutting but I notch the solar cover to fit around our stairs without issue. I'd try and pull the winter cover over them and anchor it.
