Hand Rails

Does anyone have any ideas or tips for reinstalling their handrails each season?? Mine are the typical metal hole in the concrete (that's full of dirt, etc) that are old and worn. Each season I can get them in to the holes with some force, but at the end/closing time its almost impossible to get them out. I do not wrench them in with the bolt that's on the side of the hole/insert. So, I'm looking to see if there is a better way before reinserting them for the season. Replacing the hole with a new one isn't an option without tearing up concrete.

Could you use a shop vac to vacuum them out and then use a flapper wheel on a drill to polish them before you reinstall the handrails? I'd use something in the 240 grit or finer.
