spa clean out.

getting spa ready it was empty not used for a year, just bought it and had it delivered.

How can I disinfect or clean it (plumbing) all out before use?

Is there a standard practice.

Chlorine at shock value will work. Probably several hours and then let it fall to normal.

I suppose it should be filled and rinsed out a few times there after?

I guess that would depend on what comes out of the plumbing. If it's absolutely disgusting you might want to drain, re-fill, and re-shock again. Otherwise your filter should catch any dead stuff that gets pushed out of the plumbing and as long as it looks good, leave the water.

I would follow the disinfection procedures referred to in this Pool School article that references this procedure. Also, there could be substantial biofilms that formed if the spa was not dried out when stored in which case you can use Spa System Flush. A simple shocking with chlorine is not enough to get rid of biofilms and spas that go unused with water left in the pipes can form significant biofilms.
