I am installing a Jandy power center and it says to mount 5' high. Is that to bottom or top of enclosure? Panel is 2' tall making it 7' high if from bottom, making it unusable for my short wife.

I think the codes are usually listed for the top of the panel ... basically for the reason you mention ... people have to be able to reach the breakers.
