Why are recommended CL leves do different?

Why are the forums CL levels 3-7 when everywhere else (National Plasterers org. / test kits / Trichlor package etc.) has the level between 1-3?
I'm not arguing the numbers, just wondering why?

There's a lot of discussions here about that.
It boils down to the fact that their recommendations are for a pool with no CYA. They haven't updated in a long time.
