Water leak around return jet

My in ground vinyl pool has lost water to just below the return jets. Can they be a source for a leak? And what steps can I do to repair. :-D

It's most likely a plumbing leak. If you plug the jet off does it still leak down to that point?

Thanks for the quick reply. I"m trying to eliminate causes of leaks around the return jet before getting into a plumbing problem which is way beyond my expertise. I'll try your suggestion first just to be sure. Is there a gasket which could have gone bad?

It's rare for a fitting gasket to fail while in service. By plugging the return you'll know if it's a gasket or the plumbing.
