Algea grows in hidden places

I have a hollow plastic ladder. When I lift it from the pool I can see that there is a large amount of algea growing in the interior spaces. Is this a source for continuous problems or does normal chlorination keep it in check?
 
If you see algae, then the chlorine is obviously not keeping it in check.

Areas like this may not see the higher levels of FC as the water can be pretty stagnant. This can certainly result in elevated FC consumption.
