My shop vac wants to eat my liner ;-)

When should the shop vac be turned when installing a liner? Water in the pool is just to the top of the foam cove, walls look smooth, but the vac is screaming trying to suck in the liner.

I would say the liner is set once there is more than 6-8 inches of water in the pool.
