Removing LED Lights

Currently shocking the pool and failed the OCLT test by .5 twice. Scrubbing around the LED light niche a large amount of black came off. Is this a sign the algae is behind the light niche? If yes do I need to drain the water level below the light fixture in order to remove the light?

Algae in the niche isn't going to grow. It needs sunlight.
