The weir on my skimmer sticks. If I push it closed it does swing free until it a certain point then sticks. I assume it should flow up and down freely?

Correct it should move freely. Are the sides bulging in causing it to catch on the sides or what is causing the catch?
You may be able to just trim the sides of the weir a bit.

I have felt the sides and I don't feel any noticeable bulging. How is the weir removed?
Most original ones are attached with screws from inside the skimmer hole.
One of mine used to have plastic pins that the door rotated on. They started to break down and not rotate well anymore.
