Do you need to premix CaCl with water

do you need to premix this with water prior to putting into pool? Or can you just spread it around in the water from the bag?

No, in fact doing so is slightly dangerous (it gets really hot). When adding CaCl it is best to spread it across the surface of the deep end.

I premix mine. Mostly because it's humid, and some gets clumpy. It clouds the pool up more when I don't pre-mix.
