How Much Gravel Under Ladder Anchors?

I am learning that when a pool was not opened for 6 years, you always find new things

Under one of the ladder anchors, embedded into concrete, is a large void, possibly several cubic feet. This is most certianly the result of chipmunks.

I am going to refill the hole with pea gravel. Should I fill up to the bottom of the ladder anchor, or are they designed to have some space underneath for the ladder pole to go down into?

I was going to go in stages, leveling with a hose each time to make sure I am getting all of the void filled.

Are you working through the ladder hole? I think I would try to fill it up all the way and leave a sleeve for the ladder, but that may not be possible.
