Installing a railing-No current holes in concrete

All,
I am almost done with my complete pool rennovation.
One of the last things I need to do is to install my S.S. handrail at my 6' wide stairs.

Here is the issue:
There are no holes in the concrete to recieve the two end pipes.
Can I....
#1 Simply drill the holes at the correct location and call it done-or do I need to install some type of anchor in the drilled holes?

#2 Manufacture a S.S baseplate with two reciever pipes sticking up to hold the rail, and mount that to the top of the concrete .

#3 Other method I have missed.
