Pool cleaner issue

I understand from reading that the pressure on filters vary. I have a 27' x 54" pool with a 250lb Sand filter that reads 20psi. I can't for the life of me to keep the shark running. I was told that my pressure was too high, but after I backwash it always reads 20psi. The pump/filter is really made for a larger pool, and I was told it runs at a higher pressure so I am confused at what to do. Any help would be appreciated

Ok I had to get my daughter to give me this info since I am at work:

Pump: Hayward Power FLO Matrix 1.5 HP Model SP1515-Z-1-ESC
Filter: Hayward SW256TPAKS 25gpm 250lb Sand Filter

When I shut off the pump it does go down to 0, and I am not sure what you mean by the eyeball?
 
That's an awful small filter for that pump and that's probably why the pressure is so high.

When you can put the filter valve in Recirc if it has one and see what the pressure is.

The eyeball is the moveable part in the return fitting.
