When you dissolve CYA in water, does it actually start working right away or does it take time to start working?

What does the CYA test measure? Based on the answer to the first question, is it possible to measure CYA in the water that isn't working?
 
what makes you think it is not working?

Do an OCLT to confirm nothing is consuming your FC. If you pass and lose a lot of FC when the sun is on the pool, then something may be suspect (although unlikely).
 
It is just that it can take a week or more before it fully shows up on the test, remember the only practical way to remove CYA is through water replacement. So consider this, you add enough CYA to get to the suggested 40 ppm, test after 2 or 3 days and your test only shows a little over 20 ppm so you add enough CYA to boost another 20 ppm, then test a couple of weeks later and are surprised your level is now 60 ppm.
