I installed it for my father last week, getting ready to have him add salt while I am away. Is the salt level 3000ppm?

3000 is the minimum. At the start of the season I suggest aiming a little higher, perhaps 3,400, so it will still be alright after it drifts down through the course of the season.
Remember that your starting salt level is going to be above zero. It is best to test your salt before calculating how much you need to add.
