Closing an inground, vinyl pool for an extended period

Hi - I need some advice on what to do with a pool that is no longer being used. My parents no longer use their pool, but want to keep it as an asset, if they ever sell the house. Should they just leave it covered, full of water? Should they drain it down, half-way? should they drain it all the way? (or will the walls/sand just fall into it). Should they throw chemicals in once a year? Any advice would be greatly appreciated. John
 
We don't "winterize" here in AZ, so not much help.

I do know that draining it completely would likely result in at LEAST the liner being ruined with the possibility of structural issues.

Also, adding some chemicals once a year is not going to likely help anything.

I can see this as a tricky situation as more than likely the pool will turn to a swamp under the cover eventually.
