Pentair Prowler 720 Won't Climb Walls

New fiberglass pool install. Used subject cleaner for the first time but noticed when it came to walls and steps it would tilt all the way "like" it was going to climb and then reverse itself. Any ideas?

Do you have a toe-kick (small ledge about halfway up the pool wall)? They are common in fiberglass pools, and I have seen some cleaners have difficulty getting above them.

I do have the small ledge but it won't climb at all. It raises up like it is going to climb and then reverses.
