Was walking around my pool tonight and noticed one portion of the edge of my pool deck (away from pool, where it meets the grass) had concrete that looked a little bubbly/unsmoothed. I've never looked at this section closely so maybe its always been there and it was just a bad concrete job when built...thought I would post the pics and see if anyone thought something might be going on! pool is about 14 years old. thanks.

It looks like the concrete has been finished with a decorative coating like a Kool-deck or acrylic coating. Most likely, the section in question is just excess from the application.
That could also be push-out below the forms. Normal, though not aesthetically pleasing.
