In ground pool and spa return

I have an in-ground pool and spa. I was trying to drain the spa water to the pool by setting the suction valve to spa and the return valve to pool. The spa drained and the pool level rises. However, there's still some water still coming back to the spa. Can the diverter valve completely shut off the spa return?

Later after I drained 1/3 of the spa, I set the suction valve back to pool and left the return valve at pool. Next morning, when the filter turned on based on a timer, I noticed the spa is full again.

Unscrew the handle from the valve actuator mostly. Push the screw down and you should be able to turn the handle.

Water seeks it's own level. The reason the spa was full was the water in the pool was higher. With the valve open, water came back in.

I guess the valve is leaking to the spa. It might need new seals.
