Yes adding baking soda will raise TA primarily but it will also raise pH by a small amount. Try playing with the numbers in the bottom of the pool calculator - there's an adding chemicals section where you can see the effects of adding different chemicals. You'll see that the pH is barely affected.

I want to hedge Carl's answer just a little by answering the last part of your question...."is there a good way to raise TA without affecting pH?"

Yes, baking soda. As you will see from the calculator it has a minimal effect on pH so while the technical answer is yes, it does raise pH, it still remains the correct way to raise TA because the effect is quite small.
