ideal water level

Is there an ideal (or preferred) water level? I recall the guy who closed our pool for us in the fall said the previous owners kept it a little too high. Right now it's about 1/4 to 1/3 of the way up the skimmer port. Is that sufficient? Logic tells me that all that matters is that it's deep enough to get into the skimmer without any difficulty.
 
You want it no lower than whatever level is deep enough to fill the skimmer enough to prevent a vortex from forming that might draw in air. And no higher than just below the top of the skimmer opening. Within that range it shouldn't make any difference.
