It is certainly possible, you would be running a risk of it generating FC when there was no flow which could have negative consequences. Unless you had some other fail safe in place to prevent it from getting power when the pump is not on and water flowing.

Has your flow switch failed?

You can buy replacements of just the switch, but it looks like buying the entire kit (T with sensor and unions) is actually cheaper.
 
The AquaRite must be used with a flow switch. If it has failed you will need to get a GLX-FLO-RP switch to replace it with. Replacement is extremely easy and should just take a few minutes at the most. As Bama mentioned their are some "convection" return jet style jets however the AquaRite is not offered in this configuration.
