Valve / Actuator not closing all the way

I believe I have a valve that is not closing completely.
When I switch from spillover to pool I notice over about 2-3 hours time, the spa drains to where the water level matches the pool water level.

My spa is about 2 feet above the pool. so it drains the spa about half way.

It seems is I go out there and pull the valve, it has another quarter inch of turn remaining in it.
If I do that each time, the spa remains full. It is like the actuator is stopping and the valve remains open just enough to let water seep back to the pool.

What should I do?

Is that pic after you "manually" closed it?

If it is then you can take the top off the "box" part of the actuator and the limits are in there. You may hove one that is stopping the valve before it's 100% closed.
