Freeze protection doesn't remain on

Can anyone tell me if my PF1102T is working correctly? The pump kicks on when the temp gets below the setting on the dial, but runs for a short time and then shuts off, then kicks on again sometime later and runs for a short time and then shuts off again. I thought it would run continuously until the temp got above what is indicated on the dial.
