Bromine and ORP

Our state code requires a minimum of 650 mv when measuring ORP but it doesn't distinguish between chlorine or bromine.
Will ORP readings be the same whether chlorine or bromine is used?
I have read a lot about mv being used as a measure of sanitization but nothing about the disinfectants involved.

Any thoughts?
