new Jandy LXi gas heater won't work

I am a new pool owner and am frustrated with our brand new Jandy LXi gas heater. Our pool is a little over a month old and we have not been able to use the heater yet. When you fire it up, it seems as if it is going to work and heat does come out of the top and then after a few minutes it stops and we get a FAULT-CHECK IGN CONTROL code. We have gone back and forth on where the problem originates...first we were told the meter was too small. We replaced that. Then the regulator on the meter was thought to be too small, so we had the gas company replace that. Jandy has had 3 service reps out and each says it's a different problem. We do what they tell us to do, but it doesn't fix the problem. This last one today said that the regulator should be installed on the gas line directly on heater unit, in addition to the gas meter itself. Does this sound like a logical step or just more of chasing a solution that won't work? Our gas meter is only for the pool and is only about 25 feet from the pool equipment.
 
FAULT - CHECK IGN CONTROL

1. Broken, split, pinched or disconnected fan/switch tubing.
2. Fan not operating.
3. Fan running slow or premature fan failure.
4. Air flow restricted at intake or discharge.
5. Oscillating pump pressure.
6. Low gas supply pressure.
7. No flame at burners.

1. Check tubing and replace if necessary.
2. Correct fault or replace fan. Refer to qualified service personnel.
3. Verify proper wiring for 120 VAC or 240 VAC. Refer to qualified service personnel.
4. Check for proper clearances around heater and for adequate room ventilation if enclosed. Inspect for blockage or restriction at discharge of flue. Refer to qualified service personnel.
5. Clean filter or identify and repair cause of pump oscillation.
6. Identify and repair incorrect supply pipe size or pipe line blockage.
7. Identify and correct loose wiring connections, or problems with igniter, flame sensor, gas valve, or ignition control. Refer to qualified service personnel.

1) What size heater do you have?
2) What is the pipe size to the heater?
3) What is the gas supply pressure?
4) What is the manifold pressure?
5) Is this a one-stage gas supply or a two-stage gas supply?
6) What is the rating for the gas meter? Did the gas company verify that it is the correct size?
7) Is the heater wired for the correct voltage?
8) Did the fan seen to be working properly?
9) Did the flame look correct when viewing through the view window?
10) Does the heater seem to get excessively hot?

Sorry for asking so many questions, but heaters are not easy to diagnose remotely and there are many possible causes for this type of fault. The heater should not be operated until it has been serviced by a qualified service technician.

On of the things that can happen is the refractory material can become dislodged and interfere with the combustion process. This can happen if the heater has been dropped or handled roughly.
 
Last year when we first installed our Jandy Legacy heater it was also showing this ignition fault. It turned out to be that the electrician had not rewired the heater for 120 volts. If you're running 120 volts make sure the heater is also wired for it as it comes wired for 220 volts by default.

Did any of the "Jandy Reps" change out the ign control? It sounds as if the control is loosing flame rectification and closing the valve. Do you get a lockout, or does it try to fire again?
