safe FC level for swimming?

After shocking and confirming an overnight free chlorine loss test, what is a safe FC level to go ahead and start swimming in the pool again? My CYA is currently at 20, so my shock level is 10, but I don't know how low I need to let the FC get before letting the kids swim.

Thanks

It is considered safe to swim as long as it's (at?) under shock level.

So Cal... I might suggest upping the CYA level a tad. I'm thinking 35-40ppm would be a good value to aim for unless you're in a cloudy PNW style So Cal location (nah... San Diego w/the marine mornings is as close as it gets and it still don't qualify, lol). San Francisco I'd believe though :~}
