Heater control located in deck Next to spa will not work

I have this control located next to my spa and the buttons on it are frozen up and it will not work. It is white, about 3 1/2 inches across and has 4 grey soft plastic covered bottons that supposedly control the heater. The control is attached to a 2 inch plastic pipe. I cannot get the top off or apart in any way. I have a teledyne laars series II heater and a aqualink 2 controller.
Can anyone tell me what this is and how to replace it?

It's a jandy spa side control. To replace it you pull out the old one with the old cable, pull the new one in, and hook up the wires like for like.
