Gold line troubleshooting help

I have an aquarite goldline, with a CAT controller. The latter reads an ORP of 650, and the ORP threshold is set at 615. The CAT controller is appropriately not calling for chlorine feed, but the goldline generating light remains solid on. This is a recurring pattern. What could be making the goldline continue to generate chlorine?

How do you have them linked together? Those two pieces of equipment don't normally go together. The most common setup would be to connect the CAT to a relay which controlled the power to the AquaRite, which would cause the AquaRite to be completely off, not just not generating.
 
They are connected by a phone line-type cord. It plugs into the goldline in a phone jack connector on the bottom. Dealer installed the combination, and it is definitely configured to direct the goldline to generate chlorine as called for. The CAT controller never powers off the goldline.
 
Whatever the problem is, it has to have something to do with that cable connecting the two units. There has to be a bad connection between them somehow. Check the cable and make sure both ends are fully plugged in and the cable hasn't gotten cut or otherwise damaged.
 
Is it a separate CAT controller or is it part of the Goldline Sense and Dispense system? Remember, Hayward bought CAT a few years back, so its possible for them to have a specific interface between the two.
The CAT does have a flow switch connection, but that's hardwired from their flow cell to the CAT unit.
