Is it normal for the water to splash out of the skimmer all the time, even with the smallest waves in the pool?

The water level is up to the middle screw. I can just hear the water splashing out and all I see is $$ being washed down the hill in my yard!

I did the cutout, http://www.ellerbach.com/Pool/Skimmer/ with our new deck, so the skimmer lid doesnt sit on the skimmer at all. Would this let more water out? I wouldnt imagine it would.
Oh I see now! you need another lid! 
A bigger one for the deck and put the original one back on the skimmer. You then could use some PVC glue and glue in a PVC plug to go in the hole then drill out about half the size just for air venting.

Ah, yep. You'll have to rig something up. The cover limits it from coming out, all that is there is the small hole in the middle that allows a place for the pressure to go.
I think I will go with another lid, probably a 9" and then put the original one back on. What do you mean by using a bungee cord on the lid?

just take a bungee cord &wrap from top to bottom of skimmer..That way it keep's the lid from popping off...Just hook the two end's together..May have to try a couple sizes to you get it right..
I don't have a problem with it popping off when it is on. I ordered a 9" from Amazon for $7, it should be here on Tuesday. I will have to jigsaw a hole and route out the perimeter to fit.
Ok you must like picking it up all the time then..lol..Not me&the dog's use to love getting&using it has a chew toy..lol
It never comes off. Once you put it on the skimmer, you turn it about 1/4 turn for it to lock.

We used the original skimmer lid as a pattern to cut a new one, complete with tab cutouts, from plexiglass. This see-through lid sits on the skimmer. I lift the lid on the deck cutout and can immediately see whether the skimmer basket needs cleaning. The plexiglass lid has a vent hole which prevents the pool from overflowing and, of course, lets me unscrew it and lift it out when needed.
