but it doesn't move when I brush it or when I vacuum it. I have attached a pic, this is driving me nuts. I really want the bottom to be clear..

My pool was resurfaced 2-3 months prior purchasing my home by the previous owner. When we moved in we noticed the discoloration on certain areas of the pool flooring. After research it was noted that the finish was not properly scrubbed with acid, apparently after having a new diamondbrite finish you need to take certain steps in getting the finish completed. This wasnt done and now mine looks patchy like yours.
Mine is eventually improving, some muriatic acid wash helped , but to totally fix it I would need to drain and scub with acid.
