HELP!!! My Liner

I finally opened my pool yesterday with this being my (Second Season) and discovered that a section of liner is hanging over the pool wall. My questions are: Why did this happen, is the liner damaged, who's responsible for correcting this issue, and should I try to fix myself? I have attached pictures for your opinions.

Hi, You have an overlap liner that was rolled up and tucked under the top rail for a neat appearance. If you look under the top rails all the way around you will likely see it. You can fold it back up and use a little strapping tape to hold it in place.
