Last year the pressure stayed between 16-20 psi. Backwashed at 19-20 and it went back to 16-17 psi. When we opened the pool this year, the gauge was broken. After a new gauge was installed, the pressure is staying around 10 psi. Everything acts normal, good pressure out of the return jets. The only thing I can think of is an eye on one of the return jets was missing. I'll get that fixed tomorrow, but could it cause that big of a pressure drop? Any other ideas? Is it something to even worry about?

It's the eye. You have at least a 1.5 inch hole now vs a 3/4 or 1" hole, hence a lot less back pressure
The eyeball will somewhat restrict the flow so pressure in the filter should rise a few points after it is installed.
