Going to need more information than what you've provided. Pool type, filter type, salt water or no, chlorine type to sanitize, and a full set of test numbers. Pictures wouldn't hurt any either.

i have a sand filter and the poolis above ground 18 round i use 3 inch chlorine tablets i dont have the numbers with me im at work i put in pool shock 32oz algacide and cholrine

Some of the common algaecides will cause foaming. If that is the problem then you just have to wait it out, up to about a week before the foam goes away completely.

Some algaecides cause foaming. I bet that's your problem.

In order to have a Trouble Free Pool you need: 1) A good test kit of your own, 2) To read Pool School, 3) To read Pool School.

You can vacuum it whenever you want or need to. It's not going to affect the foaming either way.
