You can get FC "dead spots" where the immediate area has poor or no circulation and the algae can get hold there easier.
Generally, assuming there is at least some minimum circulation, pump run time does not affect chlorine usage very much. The debris is either in the pool or in the filter, either way it uses up chlorine. Things start to break down though when there is hardly any circulation or when large piles of debris build up on the bottom of the pool. Then algae can get started and chlorine usage will skyrocket.
