Is swimming in the pool at a FC level of around 10 bad for long term health?

Long term issues mostly have to do with disinfection byproducts, not so much on the chlorine level as such. The direct effects very much depend on the CYA level. FC at 10 with no CYA at all is very reactive and damages hair and causes irritation. While FC of 10 with CYA at 50 is completely innocuous.
