I know you can buy a replacement cell housing, but it's kinda spendy. Is there a cheap alternative that can be cobbled with PVC fittings?

I doubt it. Usually companies will make them using parts and threads that you have to get from them 
why do you need a dummy housing?
if I were you, I'd just get a dummy cell cap made up and put it in place of the cell when necessary
EDIT: actually just noticed that it probably won't work with new style cells... in that case it will probably be simpler to just put diverting valves in...
