This may be a silly question but does the handle not lock up? I understand it locks in various positions on the side but my handle only flops down. All the pictures show the handle up. The manual doesn't really say but the picture shows how to put the unit in the water and to move it back and forth and I don't see how to do it like the picture shows.

It does not lock in the up position. It will float upright when the unit is submerged.
It's purpose is to reverse the machine when it starts to go up the side of the pool. The handle's function will be very apparent when you run the machine.
