Frozen water in return

My pool is uncovered, had been properly winterized and we finally have thawed after about 3 solid months of frozen. I noticed that one of the rubber plugs had fallen out (sitting on the bottom) and the water level has risen above the return. My guess is the water got in to the return at some point and it froze. Any issues with this? It is a gunnite people and I swear the wall where the return is looks like it has bulged outward. Is this possible in 8 inches of concrete?

Will be getting ready to open around April 1 before the higher temps start the pea soup.

It is possible but not very probable that the wall bulged out. A pressure test of the piping will tell you if the freezing burst anything. It's possible that everything's fine.
