are plasterers getting scarcer?

So we're shopping around for quotes to repair a leak and replaster our 1960's era 16x32 rectangular IGP and one of the companies that just came out to look at it yesterday emailed to say they are now subcontracting their plastering and that it wouldn't be cost-effective for them to do our pool. Is this a trend? We're in the SF Bay area
 
Since the industry is so slow, many of the plaster companies are now doing remodel work (since there are no new pools to plaster). None of the pool builders have in house plaster crews (typically; they all sub that portion of work out), so for them to get a bid from the plasterer and mark it up to you is kind of a worthless exercise. If the plaster company, or a plaster company, also comes out to bid the work, they will be much less than the PB would (or could) be.

If the PB you spoke with recommended a plaster outfit, chances are they are worth talking to. It is most likely who he uses, so that is a great starting point.
