How to partially drain the pool

I live in SF Bay Area. Recently we got a lot of rain. My pool doesn’t have a drain for overflow. There is a faucet between the pump and the filter as indicated in the pictures attached. What is that for?

I am wondering if I can use it to drain the pool. Here is what I think may work. Please let me know if it is the proper way to do it. Thanks.

1. Hook up the garden hose
2. Turn on the pump
3. Turn on faucet
4. After it is done, turn off the faucet first, then the pump.

I assume that I have to stop once the water is about to drop below the skimmer water intake. Do I have to do anything to the skimmer?
