    Neighbor's pump is making a horrendous noise!

    It sounds like a shovel scraping against concrete. In fact that is what I first thought it was the first couple of times I heard it. A scraping, slurping noise. What is going on with her pump that it is making so much noise?

    Most likely Cavitation. She lost prime somehow. That's what a pump sounds like when it's sucking air and overheating itself. Be a good neighbor and tell her, or go shut it down if she's gone.
