3-Way Valve Description Question

I'm looking for a valve that will have one inlet and two outlet ports. Preferably all 3 ports will be 2" or 1.5" Glue. Critical to me is that the inlet will never be shut off from the outlets. The input will either be full to output port 1 or 2 or any mix in between, just never closed to both. A partial turn valve with a big handle would be helpful to understand how the outputs are balanced / set.

Can anyone enlighten me as to what this type of valve is called and where to find them? The 3-ways I've seen so far have the possibility of becoming completely closed if mis-adjusted.
