I have a leaky valve for my inground spa. I purchased the orings for it already. I pulled out the inside part of the valve out and it a white gook filled into some grooves. The grooves are circular at top and bottom and also run up and down on the sides. What is this and can fill it myself?

Thats where the Diverter seal goes. The "gook" could be lube, or the remains of the old seal.
