Farm Pond Source of Algae?

I have a farm pond about 150 feet from my neighbors pond (frogs, turtles, but no farm animals).
Can this pond be a source for recurring algae, or will maintaining correct FC prevent its growth.

Also, should I use borates as a preventative?

Algae is everywhere and gets into the pool constantly, with or without a nearby pond. Maintaining appropriate FC levels will prevent the algae from growing in the pool.

Borates are optional, not required. Some people like them, some don't bother.
