What is this white stuff

If it washes off easily, its salt. If it is still there when wet, it's calcium that deposited itself due to an extended period of unchecked pH rise. Cells produce chlorine but the way it forms tends to raise the pH. This needs to be compensated for. See the Pool School link at the top right.
