Is it common to place a pump in the pool during the winter to control water level?

a submersible pump - yes, it's not uncommon with uncovered pools or mesh covers that allow water thru.

Additionally, only if you have a tile line. It keeps the tiles from cracking when the surface freezes. Normally seen in concrete pools but some fiberglass pools may be tiled too. There are a couple of liner pools that have a track mounted tile mounting system that need it too. All other pools should be allowed to fill to capacity.
