Why would PH go down, and would adding too much bleach/chlorine decrease the PH level? Is it better to have higher PH or lower PH?

If you have a lot of rain, that could affect pH (rainwater is usually acidic). Also if you're using trichlor tablets as your chlorine source, they are acidic too. Bleach will not lower pH.
In general you want your pH to find the happy medium. Low pH can damage things, high pH can lead to scaling. If you have a full set of test results we can be more specific.

You could also have a very low TA level. As paul metioned, post a full set of water test results and we'll do our best to help you out.
