Cracks in concrete surrounding pool

Recently purchased my new house with a beautiful inground saltwater pool. In two sections of the concrete walk surrounding the pool, the concrete has cracked and the previous owner filled the crack with what looks like silicon.

I'm sure the cracking of any outdoor concrete is normal settling and hot/cold expansion related, but what is the correct way to deal with these cracks? Obviously we don't want water getting in, expanding and making the cracks worse.
 
If he done it right he would of filled the crack with flexable insta foam and then about 1inch fromthe top filled it wth Self leveling sealant it comes in a giant tube about 13-15 $ per tube.
